Dr. M. Cemali Dinçer joined İstanbul Bilgi University as Vice Rector of Academic Affairs mainly responsible for research and also as Dean of Faculty of Engineering in May of 2011. Prior to coming to İstanbul Bilgi University, Dr. Dincer served as Vice Rector for Academic Affairs at Izmir University of Economics as well as Dean of Faculty of Engineering. For more than two decades, Dr. Dincer has held several responsible positions in higher education, having served as Assistant Dean of Engineering at Bilkent University. He was also serving as a faculty member in the Department of Industrial Engineering.

Dr. Dinçer has served on the Management Board of the Center for Technological Development Region of İzmir and the Committee for the Higher Education Platform in Izmir.

Dr. Dinçer has also wide experience in media, aviation and defense sectors as he held several executive positions in these sectors. Dr. Dinçer’s commitment to success is evident by his history of creating programs to effectively develop and maintain an institution’s strategic and long range plans as well as performing institutional research studies to support effective planning and decision making.

Dr. Dinçer received his Bachelor of Science degree in Industrial Engineering from Middle East Technical University, Ankara, Master of Science degrees in Industrial Engineering & Engineering Management as well as in Statistics and Ph.D degree in Industrial Engineering all from Stanford University.
