Announcement about Law No 7417 on Academic Amnesty

ANNOUNCEMENT ABOUT LAW NO 7417 ON ACADEMIC AMNESTY

Provisional Article 83 has been added to Law No 7417 that went into effect after having been published on Official Gazette No. 31887 dated July 5, 2022 and to Higher Education Law No 2547. The rules and procedures regarding the implementation of this article have been discussed in the Higher Education General Meeting and it has been decided that the Provisional Article 83 of the aforementioned Law will be implemented in accordance with the following rules and procedures.

A. THOSE WHO CAN BENEFIT FROM ACADEMIC AMNESTY AND APPLICATION DATES

Students of our University who withdrew from the University at their own requests or were expelled, who were not enrolled even though they obtained the right for enrollment in a program, and who were dismissed prior to July 5, 2022 irrespective of the reason (except for those who cannot benefit from the law on academic amnesty) can start 2022-2023 Academic Year provided that they fill out the application form provided below, make an application with the required documents and meet the required terms specified in the law within four months (until the end of workday on November 7, 2022) starting from the date that this article went into effect (July 5, 2022).

Beginning of Applications                                                     : July 5, 2022

Application Deadline                                                               : November 7, 2022 (until the end of workday)

Those Who Do Their Military Service                                   : 2 months after their discharge (provided that it is documented)

Those Who Cannot Apply for Compelling Reasons          : One month after the compelling reason is eliminated (provided that it is documented)

Those Who Cannot Apply for Health-related Reasons    : December 5, 2022 (until the end of workday provided that a board of health report is presented)

 

Applications that are made apart from these dates will not be accepted.

 

B. APPLICATION FORM AND REQUIRED DOCUMENTS

Candidates can make their academic amnesty application by filling out the online application form within the specified time periods. Following their applications, the candidates will receive a detailed e-mail regarding the registration process. Candidates should personally submit the documents indicated below to İstanbul Bilgi University Student Affairs Office in order to complete their registration.

 

Required Documents for Associate Degree and Undergraduate Degree Students:

1. Click for the application form.

2. Original copy of high school diploma (Associate degree diploma for external transfer students)

3. Two photographs taken in the last 6 months (sized 4,5 x 6 cm)

4. Criminal record (it can be obtained from e-devlet and should be acquired in the last 7 days)

5. The original and copy of Identity Card for the citizens of the Republic of Türkiye - Passport copy for international students

6. OSYS placement document (for those students who were placed in an associate degree or undergraduate program but who did not enroll in the relevant program)

7. Military service document (it can be obtained from e-devlet)

 

Required Documents for Master’s Degree and Doctoral Students

1. Click for the application form.

2. Criminal record (it can be obtained from e-devlet and should be acquired in the last 7 days9

3. Two photographs taken in the last 6 months (sized 4,5 x 6 cm)

4. The original and copy of Identity Card for the citizens of the Republic of Türkiye - Passport copy for international students

5. Diploma (Undergraduate, Master’s Degree, and Doctoral)

6. Military service document (it can be obtained from e-devlet)

 

Candidates who withdrew from the University at their own requests while they were enrolled in English Preparatory Program or who were expelled with the decision of the Executive Board need to document their English proficiency through an English Proficiency Exam administered by English Preparatory Program or with an equivalent exam accepted by the University so that they can re-enroll within the scope of the Law on Academic Amnesty.

 

C. THOSE WHO CANNOT BENEFIT FROM THE LAW ON ACADEMIC AMNESTY

1. Those who were discharged from the University after July 5, 2022,

2. Those who were convicted with the terror crimes specified in the Anti-terror Law No 3713 dated 12/4/1991 and the terror crimes included in Turkish Penal Code No 5237 dated 26/9/2004, manslaughter in the first degree (Articles 81, 82, and 83), torture (Articles 94 and 95), persecution (Article 96), sexual assault (Article 102), sexual abuse of children (Article 103), production and trade of drugs or stimulants (Article 188),

3. Those whose enrollments were revoked due to false documents,

4. Those who were expelled from the University for having been enrolled through non-lawful methods,

5. Those who were expelled from the University within the scope of the crimes specified in the Article 71 of the Law on Intellectual and Artistic Works,

6. Those who were expelled from the University for being a member to, having connection or relations with the terror organizations or structures, formations, or groups that were considered to have acted against the national security of the state by the National Security Council.
