ANNOUNCEMENT ABOUT LAW NO. 7592 ON ACADEMIC AMNESTY

Provisional Article 85 has been added to Law No. 7592 that went into effect after having been published on Official Gazette No. 33335 dated August 9, 2026 and added to Higher Education Law No. 2547.

In accordance with the principles and procedures regarding the implementation of Provisional Article 85, the information regarding the application, registration, and course/program adjustment procedures to be carried out at İstanbul Bilgi University within the scope of the academic amnesty is provided below.

A. PERSONS ELIGIBLE FOR ACADEMIC AMNESTY AND APPLICATION DATES

Students whose enrollment was terminated before December 9, 2026 while they were studying in associate degree, undergraduate, master’s degree, or doctoral programs, including preparatory programs, as well as students who obtained the right to enroll in a program but did not complete their enrollment, may benefit from the right to re-enroll within the scope of the academic amnesty, provided that they meet the conditions specified in Provisional Article 85.

Application Start Date: August 9, 2026

Application Deadline: December 9, 2026, until the end of the working hours

Those who are unable to apply within the specified period due to military service, force majeure, or health reasons may benefit from the additional periods stipulated under the relevant legislation, provided that they document the relevant circumstances.

Those Performing Military Service: Within 2 months following their discharge of military service (provided that it is documented)

Those Unable to Apply Due to Force Majeure: Within one month from the date on which the force majeure ceases to exist (provided that it is documented)

Those Unable to Apply Due to Health Reasons: Until the end of working hours on December 9, 2026 (provided that a medical board report is submitted)

For applications to be evaluated, applicants must submit all information and documents requested by the University demonstrating their status and their eligibility to benefit from Provisional Article 85.

Applications must be submitted through the method and within the period announced by the University.

B. APPLICATION FORM AND DOCUMENTS REQUIRED FOR FINAL ENROLLMENT

Applicants must complete the online application form announced by the University in full within the specified period.

Applicants whose applications are accepted must submit the following documents to the University's Student Affairs Office in order to complete their final enrollment.

Required Documents for Associate Degree and Undergraduate Degree Students

  1. Original high school diploma (associate degree diploma for vertical transfer students); high school diploma and equivalency certificate for international students
  2. Two photographs taken within the last six months, sized 4.5 cm x 6 cm.
  3. Criminal record certificate (obtainable through e-Government).
  4. Original and photocopy of the identity document for Turkish citizens; photocopy of the passport for international students
  5. OSYS/YKS/DGS placement document for students who obtained the right to enroll in the program but did not previously complete their enrollment.
  6. Military service status document (obtainable through e-Government).

Required Documents for Master’s Degree and Doctoral Students

  1. Criminal record certificate (obtainable through e-Government).
  2. Two photographs taken within the last six months, sized 4.5 cm x 6 cm.
  3. Original and photocopy of the identity document for Turkish citizens; photocopy of the passport for international students
  4. Diploma relating to the relevant undergraduate/master’s degree program.
  5. Military service status document (obtainable through e-Government).
  6. Documents such as ALES and foreign language certificates required at the time of admission, in accordance with the application requirements of the relevant program.

If the University requests additional documents during the application or final enrollment process, applicants must submit the requested documents within the specified period.

If the documents required for the application or final enrollment are submitted incompletely, the enrollment process will not be completed. Applicants who obtain the right to register under the Law but fail to complete their enrollment within the specified period or fail to submit the required documents will lose the rights they have obtained under the Law.

C. PERSONS NOT ELIGIBLE FOR ACADEMIC AMNESTY

Persons in the following circumstances are not eligible for academic amnesty under Provisional Article 85:

  • Those convicted of terrorism offenses and related serious offenses specified in the Law,
  • Those whose enrollments were revoked due to false documents or who submitted false documents during enrollment,
  • Those whose enrollment was terminated on the grounds that they had enrolled through legally invalid means,
  • Those whose enrollment was terminated under the relevant provisions of the Law on Intellectual and Artistic Works,
  • Those whose enrollment was terminated due to their connection with terrorist organizations or related structures or formations.

In addition, those who made a lateral transfer from the program in which they were enrolled and graduated from another higher education institution may not apply for academic amnesty for their previous program.

D. LATERAL TRANSFER APPLICATIONS

Students who re-enroll under Provisional Article 85 may apply for lateral transfer, provided that they meet the conditions specified in the relevant legislation.

Lateral transfers to programs at İstanbul Bilgi University within this scope are limited to the 2026–2027 academic year.

The lateral transfer schedule will be announced separately.

E. IMPORTANT INFORMATION

Students who complete their enrollment by October 5 will be able to begin their studies in the Fall Semester of the 2026–2027 academic year, while students whose applications are accepted and whose enrollment is completed after this date and by December 9, 2026 will begin their studies in the Spring Semester of the 2026–2027 academic year.

Students whose applications are accepted within the additional period due to military service, health reasons, or force majeure will begin their studies in the Spring Semester of the 2026–2027 academic year.

All announcements regarding the application and enrollment procedures will be published on the official İstanbul Bilgi University website, and such announcements shall constitute official notification.

The information and documents submitted during the application process must be accurate and complete. If it is determined that false or misleading information or documents have been submitted, the relevant provisions of the applicable legislation shall be enforced.
