General Secretariat
General Secretariat is established to manage the administrative organization at BİLGİ. All the departments, except for academic units, carry out their activities under the aegis of the General Secretariat.
General Secretariat consists of the Secretary General, Vice Secretaries General and the departments operating under the General Secretariat. Secretary General is the head of the administrative organization at the university. Vice Secretaries General are responsible for all the operations at campuses.

As the chief operations officer for İstanbul Bilgi University, the Secretary General Hakan Özdemir, PhD oversees all administrative operations and serves as a part of the University’s management team.

Responsible for planning, organizing, and delivering training and certificate programs that support the development of individuals and institutions, coordinating educational processes, and fostering collaborations with relevant stakeholders.

Mehmet Genç, Head of Information Technology
Responsible for establishing and operating the university’s IT infrastructure, providing IT support for education, teaching, and research activities, managing information security and data administration, overseeing inventory and control procedures for IT hardware and software.

Directorate of the Energy Museum
Amed Gökçen, Director of the Energy Museum – Special Projects Director
Responsible for managing and operating the Energy Museum located on the university campus, overseeing its scientific, cultural, and educational activities, organizing exhibitions and events, ensuring the preservation and development of collections, and coordinating collaborations with relevant stakeholders.

Legal Consultancy
Merve Ömeroğlu, Acting Chief Legal Counsel
Defends the University’s rights before judicial and administrative authorities in disputes with individuals and institutions, and assists the administration in ensuring that the University’s actions comply with the applicable legislation.
Department of Corporate Communication and Marketing
Deniz Say Avtepe, Head of Corporate Communication and Marketing
Responsible for planning and implementing communication and marketing activities for internal and external stakeholders in order to establish, protect, and enhance the University’s corporate identity. The unit develops corporate communication strategies, manages press and media relations, and coordinates corporate communication channels, marketing activities, and events organized within the University.

Sami Çuhadar, Head of Library and Documentation
Responsible for meeting the service needs of the University libraries; managing the registration, cataloguing, and provision of access to printed and audiovisual materials (such as publications, films, videotapes, microfilms, etc.); and conducting bibliographic search and research activities.

Department of Financial Affairs
Hakan Özdemir, PhD, Head of Financial Affairs
Responsible for ensuring the preparation, implementation, and monitoring of the University’s budget; coordinating the execution of revenue and expenditure transactions in compliance with applicable legislation and in an efficient and economical manner; managing bank accounts and cash flow; carrying out procurement, tender, and direct purchasing processes; performing payment, collection, accounting, and financial reporting operations; and managing the financial procedures related to the financing of investment programs.
Department of Personnel
Hakan Özdemir, PhD, Head of Department of Personnel
Responsible for workforce planning at the University, contributing to the development of personnel policies, and managing the appointment, personnel affairs, records, and retirement processes of academic and administrative staff. The unit also plans and implements pre-service and in-service training programs.

Serhat Güler, Acting Head of Health, Culture, Sports and Student Support Services
Responsible for overseeing healthcare services for students and staff; coordinating accommodation, dining, and social facilities; organizing sports, cultural, artistic, and social activities; providing psychological, social, and academic support services to students; implementing social responsibility and entrepreneurship initiatives; coordinating career, internship, and mentoring programs; and managing alumni tracking and alumni relations.

Mustafa Serdar Apaydın, Head of Admissions
Responsible for developing the University’s student recruitment strategies, managing prospective student admissions and enrollment processes, overseeing digital admissions and performance analysis, and coordinating national and international student recruitment initiatives.

Responsible for managing students’ registration, course status, graduation processes, as well as identity and scholarship procedures.

Department of Construction, Technical and Support Services
Onur Çebi, Head of Construction, Technical and Support Services
Responsible for planning and managing the University’s building, facility, and infrastructure projects, coordinating construction, maintenance, and repair processes, managing technical infrastructure systems, overseeing cleaning, security, and other support services, monitoring logistics and asset management, and coordinating occupational health, safety, and civil defense activities.
Directorate of Editorial Affairs and Archives
Firuze Mübeccel Akgün, Director of Editorial Affairs and Archives
Responsible for overseeing the University’s internal and external official correspondence in accordance with regulations, managing incoming and outgoing documents, coordinating document and archiving processes through the Electronic Document Management System (EBYS), maintaining and archiving institutional records, and providing guidance on document management to relevant units.
